Per BoxingScene.com, former champions Shawn Porter (27-2-1, 17 KOs) and Danny Garcia (33-1, 19 KOs) will be ordered by the World Boxing Council (WBC) to fight each other to determine who will rematch the organization's champion, Keith Thurman, in 2018.

What's holding the WBC back from mandating Garcia vs Porter?
Shawn has a bout with Thomas Dulorme in a few weeks so the WBC intends to wait until after that fight to make the announcement. Should Dulorme upset Porter, Garcia would need another opponent.
At this moment, Shawn Porter is the No.1 ranked WBC welterweight while Danny Garcia is second. Should Porter lose to Dulorme, Manny Pacquiao is slated at No.3 while Jessie Vargas and Konstantin Ponomarev are Nos. 4 and 5. respectively.
Manny, of course, will likely face Jeff Horn again for the WBO belt or retire, so he's out of the WBC picture.
Thanks, but no thanks
There's also a chance Porter or Garcia will say 'Thanks, but no thanks,' leaving Jessie Vargas to face one of them for the right to fight Keith Thurman for the title.
Neither Porter nor Garcia are mainstream names so casual fan interest for a Garcia vs Porter bout might be low. And thus, the fighters' purses may not justify the risk, especially for Garcia who is coming off a loss to Thurman in March.
Who else is out there?
Although the money would be lower, the risk vs reward ratio might be more condusive for fights with Lamont Peterson, Jessie Vargas, Omar Figueroa Jr or Sadam Ali.
Conversely, possible big money showdowns with Jeff Horn in Australia or Kell Brook or Amir Khan in the UK might make more sense than Danny and Shawn facing each other. Garcia, of course, burst into prominence by defeating Khan in 2012 and there's still bad blood between the two.

Also, Garcia or Porter versus Terence Crawford would be hot should the latter move up to welterweight soon.
Porter, who is coming off of an impressive 9th Round stoppage of Andre Berto in April, might be a slight favorite over Danny should Garcia vs Porter take place later this year.
If I’m Team Garcia or Team Porter, I wouldn’t be convinced Garcia vs Porter would be the right move for my fighter at this moment.
